Pulo Aceh is an island in Aceh Besar that has many natural tourism potentials. The aim of this research is to examine tourism sector development in Pulo Aceh. This aim included: 1) To develop inventory of tourism potentials and 2) To formulate tourism development plan. This research was conducted from March through April 2009. The methodology used is non-experimental research which consists of descriptive explorative, direct observation and literature studies. Primary data, such as society’s opinion on tourism and direct observation, were collected using Focus Group Discussion (FGD) and in-depth interviews, and secondary data such as literature study. This data was furthermore processed using SWOT (Strengths, Weaknesses, Opportunities, and Threats) analysis. The result of this study reveals that Pulo Aceh has potentials for tourism development that include the landscapes, cultural heritages and socio-cultural attractions. SWOT analysis found that weaknesses are relatively dominant, which include lack of human resources ability to manage the available resources, lackof Local Government’s funds for managing and developing tourism objects, lack of publication and information concerning the tourism objects, lack of training in tourism field, poor in accessibility to tourism objects, lack of community involvement in planning and decision making, the vulnerability of tourism objects to natural disasters such as earthquakes and tsunami, and lack of security. The strategies applied to overcome these matters are that to prepare human resources through technical and managerial training, to involve the community in planning, implementation, evaluation, and product-diversification process, and standard operation procedure (SOP) preparation for managing tourism industry.
